Increases Medical Care Advisory Committee membership from 11 to 12 members, with the Lieutenant Governor appointing an additional at-large member and one Executive Director of a regional Community Mental Health Center.

Transfers responsibilities of the Mississippi Commission on Expanding Medicaid Managed Care to the Medical Care Advisory Committee to continue monitoring and studying the Medicaid managed care payment program.

Requires the Medical Care Advisory Committee to receive reports from the prior Commission on Expanding Medicaid Managed Care, develop recommendations, consult with community health centers and mental health providers, and work with chief medical officers of managed care organizations.

Mandates the advisory committee to provide an annual written report by November 30 to the Governor, Lieutenant Governor, and Speaker of the House, including findings on Mississippi Medicaid managed care program issues.

Authorizes the advisory committee to consult with and accept recommendations from various healthcare providers including community health centers, mental health providers, and home care service providers.
