Authorizes Mississippi's Division of Medicaid to reimburse eligible Medicaid beneficiaries for services provided by licensed freestanding psychiatric hospitals in accordance with federal law and regulations.

Permits the Division of Medicaid to seek necessary federal waivers, amend its State Plan, or revise managed care contracts to implement reimbursement for psychiatric hospital services.

Defines "psychiatric hospital" as an institution primarily providing inpatient psychiatric services for diagnosis and treatment of mental illness under physician supervision, per Mississippi law Section 41-7-173(h)(ii).

Establishes legislative intent that the cost of providing services in a psychiatric hospital shall not exceed the cost of providing the same services in a general hospital.

Takes effect upon passage.
