Amends Section 49-5-71 to require that the Mississippi Commission on Wildlife, Fisheries and Parks obtain legislative authorization before purchasing or accepting donations, bequests, or devises of real estate and personal property.

Authorizes the Department of Wildlife, Fisheries, and Parks to make payments in lieu of taxes to Issaquena and Warren Counties and other taxing districts for the "Phil Bryant Wildlife Management Area" transferred by Anderson-Tully Company to Mississippi by deed dated July 18, 2018.

Payments in lieu of taxes are subject to legislative appropriation and cannot exceed the amount of ad valorem taxes assessed and paid on the parcels in fiscal year 2018.
