Mandates registration of low-speed vehicles and golf carts with the city, with owners receiving a registration decal valid for as long as they own the vehicle.

Permits the City of Newton to establish a registration fee by ordinance, with fees retained by the municipal clerk and deposited into the municipal general fund.

Takes effect upon passage.
