Authorizes the City of Natchez governing authorities to donate and convey the Natchez Intermodal Transportation Center (Parcel 52, Tax Map 41-113B) to the United States of America by warranty deed in fee simple absolute, without a reverter clause requirement.

Permits the City of Natchez to donate and convey parcels associated with the historic Forks of the Road Slave Market site (Parcels 24, 26.7, 29, 91, and 92, Tax Map 41-116A) and any related properties deemed significant by the City and Mississippi Department of Archives and History to the United States of America by quitclaim deed.

Allows the City of Natchez to convey any lands and improvements at the Forks of the Road Slave Market site that were donated by third parties for the project to the United States of America.

Requires conveyances to comply with the Memorandum of Agreement dated September 21, 2001, between the City of Natchez and the State of Mississippi, and exempts deeds from containing reverter clauses or mineral rights retention provisions.
