Authorizes the Boards of Supervisors of Pike, Amite, Walthall and Franklin Counties, the City of McComb, the Wilkinson County Industrial Development Authority, and the Pike County Economic Development District to establish the Scenic Rivers Development Alliance (SRDA) for industrial, commercial, and recreational development.

Creates a governance structure allowing each participating county, municipality or member agency to appoint up to two trustees, plus up to two at-large trustees, to manage the Alliance's affairs and expend funds from the Scenic Rivers Development Alliance Economic Development Fund.

Grants the SRDA authority to acquire, own, develop and manage real estate for industrial parks, recreation facilities, and economic development; construct related infrastructure; and sell, lease or exchange property to individuals and corporations.

Permits municipal boards and county boards of supervisors to issue bonds for SRDA projects under specified state law provisions, with income from property sales or leases used for bond retirement, further development, or the SRDA general fund.

Allows the SRDA to employ personnel, accept donations, fix utility and facility fees, and grants it status as a political subdivision covered by the Mississippi Torts Claim Act; employees may participate in the Public Employees' Retirement System.
