Creates the Mississippi Ports Improvements Fund in the State Treasury to provide grants for repair, rehabilitation, construction, and improvement of existing port facilities in Mississippi.

Establishes that fund monies may include general obligation bond proceeds, with up to 2% of bond proceeds available to reimburse the Mississippi Development Authority's reasonable costs for administering the grant program.

Requires applicants to submit applications to the MDA containing a description and cost of requested assistance, the purpose, and any other information the MDA requires.

Creates the Ports Improvements Fund Advisory Committee with six port directors (two from coastal ports, two from Mississippi River inland ports, and two from Tennessee-Tombigbee Waterway ports) appointed by the Mississippi Ports Council President, plus the MDA Executive Director.

Grants the MDA authority to establish matching fund requirements, evaluation criteria, and rules for program administration, with final grant decisions made in consultation with the advisory committee.
