Increases oyster shell retention fees from 15 cents to $1.00 per sack for commercial and recreational harvesters paid on day of harvest

Increases oyster shell retention fees from 15 cents to $1.00 per sack for initial oyster processors, dealers, or factories purchasing oysters, due by the tenth day of the following month

Increases oyster shell retention fees from 50 cents to $1.50 per sack for commercial harvesters transporting catch out of state, in addition to base harvest fees

Increases oyster shell retention fees from 15 cents to $1.00 per sack for commercial harvesters not selling to Mississippi dealers, in addition to base harvest fees

Directs shell retention fee revenue to a special state treasury fund for use by the marine resources commission to support oyster production including plantings and cultch materials; effective July 1, 2019
