Amends Section 47-7-3 of Mississippi Code to clarify parole eligibility rules for offenders convicted between 1995 and 2014.

Removes certain violent crimes from the list of offenses that automatically disqualify offenders from parole eligibility during the 1995-2014 conviction period, specifically felonious abuse of vulnerable adults and felonies with enhanced penalties for drug possession.

Maintains parole ineligibility for offenders convicted of crimes of violence, sex crimes, robbery with firearms or deadly weapons, carjacking, and drug trafficking.

Allows offenders convicted of nonviolent crimes after June 30, 1995 to be eligible for parole after serving one-fourth of their sentence if they meet other requirements, including completion of drug and alcohol rehabilitation programs if applicable.

Takes effect upon passage.
