Raises the minimum age for transferring a child from youth court to circuit court from 13 years old to 16 years old.

Children ages 13-15 become eligible for transfer only if they have been adjudicated delinquent for three felonies and committed to state training school at least two times.

Mandates a transfer study for any child under age 16 when a transfer motion is filed; allows discretionary transfer study for children 16 and older.

Removes language allowing transfer of children who have not been placed in a juvenile institution, making prior juvenile institutional placement a consideration factor.

Takes effect July 1, 2019.
