Authorizes issuance of up to $10,000,000 in state general obligation bonds to assist Hinds County with construction and development of the Byram-Clinton Parkway project.

Creates a special "2019 Byram-Clinton Parkway Project Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may not be issued after July 1, 2023, and must mature within 25 years from date of issue, with interest rates not exceeding limits in Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee bond payments; any shortfalls shall be paid from the State Treasury.

Bonds are exempt from Mississippi state taxation and qualify as legal investments for trustees, fiduciaries, banks, and insurance companies.
