Establishes a pilot program authorizing local school boards to require pupils in grades 1-12 to read a minimum of four books per school year in addition to textbooks and submit book reports.

Allows the State Board of Education to approve up to ten local school districts to participate in the pilot program on a statewide basis.

Requires at least one pilot program approval each in Sunflower County and Bolivar County, unless no applications are submitted from those counties.

Mandates at least three approved school districts have an accreditation level of three or below at the time of application, unless insufficient applications are received from such districts.

Directs the State Department of Education to develop and issue curriculum guidelines for program implementation, including recommendations on age-appropriate book selections.
