Appropriates $1,445,000 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for horticulture research and extension programs at Alcorn State University for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Directs funding to focus on value-added crops with high potential to improve health food offerings and increase incomes for small and limited-resource farmers in Mississippi.

Authorizes use of funds to construct and equip a new Alcorn Experiment Station Greenhouse, including heating and cooling systems, exhaust hoods, and advanced microscopes for fruit, nut, and vegetable research.

Takes effect July 1, 2019.
