Modifies definitions of evidence-based, research-based, and promising programs used in state budget development to require rigorous controlled evaluations using the Maryland Scientific Methods Scale.

Adds new definition of "intervention program" as a discrete set of activities designed to achieve specific outcomes and "rigorous controlled evaluation" requiring at least a level 3 rating on the Maryland Scientific Methods Scale.

Requires Department of Corrections, Department of Health, Department of Education, and Department of Transportation to submit program inventories to the Legislative Budget Office; allows additional agencies to be designated by the Legislative Budget Office beginning in fiscal year 2021.

Mandates annual reporting by state agencies to the Joint Legislative Budget Committee detailing all revenue sources, including taxes, fines, and fees collected, with amounts assessed, collected, purposes of expenditure, and fund balances.

Effective July 1, 2019.
