• Allows circuit and municipal clerks to certify primary election results if the respective executive committees fail to act within required timeframes.

• Establishes election integrity assurance committees for each congressional district to oversee primary election duties and contract with election commissions or clerks when county or municipal executive committees fail to perform required functions.
