Authorizes issuance of state general obligation bonds up to $4,000,000 to fund construction, furnishing, and equipping of a law enforcement officer training facility in Harrison County, Mississippi.

Creates a special fund designated "2019 Harrison County Law Enforcement Officer Training Facility Fund" within the State Treasury to receive and disburse bond proceeds for the project.

Grants the State Bond Commission authority to issue, sell, and manage the bonds, with no bonds to be issued after July 1, 2023, and bonds maturing within 25 years of issue.

Pledges the full faith and credit of Mississippi to repay the bonds, with the State Treasurer authorized to pay principal and interest from any available state funds if appropriations are insufficient.

Exempts bonds and income from state taxation and establishes them as legal investments for trustees, fiduciaries, banks, and insurance companies in Mississippi.
