Prohibits Department of Corrections from combining earned-time allowance with trusty-time allowance or meritorious earned time for any incarcerated inmate effective July 1, 2019.

Establishes supervision requirements for offenders placed under earned-release supervision, including oral and written explanations of terms and conditions such as maintaining employment, submitting to drug tests, and reporting to correctional field officers.

Requires Department of Corrections director of records to provide 15 days' advance written notice to local law enforcement before placing offenders under earned-release supervision.

Allows correctional field officers to modify earned-release supervision conditions only if the modification will not decrease public safety.

Clarifies that offenders under earned-release supervision may be required to submit to random chemical analysis tests for alcohol and controlled substances.
