Requires Medicaid providers to submit claims no later than 12 months from the date of service, with the Division of Medicaid enforcing this requirement.

Authorizes the Division of Medicaid to implement an alternative reimbursement method for Medicare crossover claims for inpatient hospital services and Medicare Part B claims effective January 1, 2020.

Permits the Division of Medicaid to expend funds as necessary to provide home- and community-based waiver services, provided the cost does not exceed nursing facility reimbursement rates.

Authorizes the Division of Medicaid to apply for any waivers, research grants, and demonstration grants from the Centers for Medicare and Medicaid Services to improve access to care, quality of care, health outcomes, or reduce health care costs.

Allows the Division of Medicaid to accept and expend grants and donations from public or private organizations along with federal matching funds to further Medicaid program purposes.
