Requires voter registration applicants to submit one of four types of documents proving U.S. citizenship: birth certificate, U.S. passport, naturalization documentation, or documents accepted under the federal Immigration Reform and Control Act of 1986.

Modifies voter registration application forms to include a section for applicants to indicate their U.S. citizenship status and instructs applicants to submit proof by presenting documents listed in the bill.

Requires county registrars to verify citizenship documentation for mail-in voter registration applications within 14 days of receipt before approving registration.

Establishes that registrars must verify naturalization certificate numbers with the U.S. Citizenship and Immigration Services before deeming citizenship proven if only the certificate number is provided.

Takes effect July 1, 2019, and applies to all voter registrations including those submitted by mail and in-person.
