Authorizes the issuance of state general obligation bonds not to exceed $38,340.00 to fund construction of a Civil Rights Movement monument commemorating the 1960s on the grounds of the Natchez City Auditorium.

Creates the "2019 City of Natchez Civil Rights Memorial Construction Fund" as a separate state treasury fund, with unexpended amounts and interest earnings retained in the fund rather than reverting to the General Fund.

Grants the State Bond Commission authority to issue, sell, and manage the bonds, with interest payable semiannually or annually and bonds maturing within 25 years of issuance.

Pledges the full faith and credit of Mississippi to guarantee bond repayment, with any insufficiency paid by the State Treasurer from unappropriated state funds.

Sets July 1, 2023 as the deadline for bond issuance and exempts the bonds and their income from all state taxation.
