Requires the State Department of Education to develop a central reporting system for data that federal law requires to be reported to the United States Department of Education Office for Civil Rights.

Mandates that each school district and charter school report all required federal data to the state system no later than July 1 of each year.

Requires both the State Department of Education and individual school districts or charter schools to publish this information in a searchable and publicly accessible format on their respective websites.

Changes the reporting system from discretionary to mandatory, and expands the scope from expulsion data only to all federally-required civil rights data.

Effective July 1, 2019.
