Eliminates the requirement for end of subject area tests as a condition for receiving a standard high school diploma from the State Board of Education.

Requires district school boards to establish graduation standards that include completion of a minimum number of academic credits and other applicable requirements.

Mandates high schools with graduation rates below 80% to submit a detailed restructuring plan to the Mississippi Department of Education to improve graduation rates.

Allows the State Board of Education to establish student proficiency standards for grade-level promotion leading to graduation.

Effective July 1, 2019.
