Suspends the duty to pay child support for a noncustodial parent who is incarcerated upon conviction for a felony, effective immediately upon incarceration.

Resumes the child support obligation 30 days after the noncustodial parent is released from incarceration.

Prohibits accumulation of child support arrearage during the period when the duty to pay is suspended due to incarceration.

Clarifies that placement in restitution, house arrest, or restorative justice programs for failure to pay child support does not trigger the suspension of support obligations.

Takes effect July 1, 2019.
