Requires all school resource officers and security personnel with peace officer powers to complete uniform statewide training prior to serving in schools, rather than within two years of employment.

Mandates minimum 40 hours of specialized training developed by the Mississippi Department of Education covering child adolescent development, cultural competence, de-escalation techniques, mental health identification, and due process protections.

Authorizes Mississippi Community Oriented Policing Services in Schools (MCOPS) grant funds to pay for the required training for school resource officers, including those not funded by MCOPS grants.

Specifies that school resource officers cannot exercise peace officer powers if they fail to complete required training within the designated timeframe.

Effective date: July 1, 2019.
