Adds a licensed psychiatrist appointed by the Mississippi Chapter of the American Psychiatric Association to the Mississippi Rural Physicians Scholarship Commission board.

Includes the American Psychiatric Association among organizations from which the commission shall seek input regarding implementation of the scholarship program.

Authorizes the commission to grant exceptions for fourth-year medical or osteopathic school students who demonstrate intent to practice psychiatry in rural Mississippi upon funding of 61 or more rural physicians scholarships.

Exception for psychiatry students applies beginning with the M4 class of 2020 and requires students to use a practice model and enter practice in a rural or underserved area of Mississippi.

Effective date: July 1, 2019.
