• Transfer $17,658,336 from General Fund to Capital Expense Fund during fiscal year 2019, and transfer $17,000,000 from Capital Expense Fund to 2018 Transportation and Infrastructure Improvements Fund during fiscal year 2020.

• Extend the automatic repealer on the Health Care Expendable Fund from July 1, 2019 to July 1, 2022.

• Authorize specified agencies to escalate special funds for up to 3% pay increases to employees in fiscal year 2020, with maximum escalation amounts ranging from $1,263 to $111,784 per agency.

• Amend bond payment appropriations for fiscal year 2019: reduce full faith and credit bonds from $87,747,721 to $85,020,096 and increase revenue bonds from $16,122,350 to $18,849,975.

• Modify Department of Public Safety expenditure allocations across multiple divisions and transfer $215,222.06 from MIFI Operating Fund to Mississippi Forestry Commission Operating Fund in fiscal year 2020.
