Extends the time limit for earned probation eligibility when offenders are assigned to the Youthful Offender Unit (YOU) at Central Mississippi Correctional Facility.

Requires courts to retain jurisdiction over offenders in the YOU and mandates the Commissioner notify the court at least 30 days before removing an offender from the YOU, unless removal is due to a rule violation.

Requires a resentencing hearing before an offender can be transferred from the YOU to another correctional facility, with the offender entitled to counsel, ability to present mitigating evidence and witnesses, and the state also presenting evidence.

Prohibits courts from imposing a greater sentence than originally given during the resentencing hearing for YOU transfer cases.

Effective July 1, 2019.
