Amends Section 99-19-81 of Mississippi Code to apply habitual offender sentencing only to felonies punishable by imprisonment for more than five years (adds this threshold requirement).

Requires mandatory maximum sentence for persons convicted of qualifying felony with two prior felony or federal crime convictions from separate incidents, each resulting in sentences of one year or more.

Permits courts to impose less than maximum sentence only if the sentencing order provides written explanation of cause for deviation.

Eliminates eligibility for parole or probation for habitual offenders sentenced under this statute.

Takes effect July 1, 2019.
