Requires all centerfire pistol and rifle cartridges sold in Mississippi to bear a unique identifying mark or serial number on the casing.

Mandates ammunition sellers maintain records of serial numbers or identifying marks for all cartridges sold and retain these records for a minimum of five years.

Establishes penalties of up to $5,000 in fines and/or up to five years imprisonment in the Department of Corrections for violations.

Effective date is October 1, 2019.
