Governor authorized to restore voting rights to individuals convicted of vote fraud or crimes listed in Mississippi Constitution Section 241 after they complete their sentence, parole, probation, and pay all court-ordered fines and fees.

Persons with executive orders restoring voting rights cannot be denied voter registration and must be listed on voter rolls; circuit clerks required to maintain files of certified executive orders.

Department of Corrections and sentencing courts must automatically provide written reports to Governor on individuals meeting restoration conditions; individuals who met conditions before July 1, 2019 may request reports within 45 days.

Statewide Elections Management System must be updated to allow local election officials to verify executive orders restoring suffrage rights; voter registration applications must state that restored individuals are not disqualified from voting.

Individuals granted executive pardons entitled to have their conviction records expunged; Department of Corrections must submit quarterly reports to Governor on persons eligible for pardon consideration.
