Creates the Motor Vehicle Tax and License Synchronization Study Committee to examine the feasibility of streamlining motor vehicle ad valorem taxes, road and bridge privilege taxes, and license tag issuance through automobile dealerships at the time of purchase.

Committee must study the feasibility of dealerships issuing temporary 21-day license tags during vehicle purchase transactions to allow law enforcement identification before permanent tags are issued.

Committee must examine the feasibility of adopting a statewide electronic system allowing payment of motor vehicle taxes to dealerships during purchase, with dealerships obtaining and delivering permanent license tags to purchasers.

Committee must study how taxes paid through dealerships would be distributed to appropriate taxing authorities and the costs to the Mississippi Department of Revenue for implementing such a system.

Committee composed of five members: President of Mississippi Assessors and Collectors Association, President of Mississippi Automobile Dealers Association, Commissioner of Mississippi Department of Revenue, one state senator appointed by Lieutenant Governor, and one state representative appointed by Speaker of the House; must report findings to the 2020 Regular Legislative Session.
