Establishes an "Early Voting Act" allowing qualified electors to vote in the registrar's office from 20 days before an election through 12:00 p.m. the Saturday before election day.

Early voting conducted at registrar's office during weekdays 8:00 a.m. to 5:00 p.m., with extended hours (lunch and 5:00-7:00 p.m.) during the final full week before an election.

Early voters must present acceptable photo identification, sign a receipt book, and cast ballots using the same procedures as election day; all early votes are final and announced simultaneously with election day results.

Candidates and their representatives have the right to be present during early voting and challenge voter qualifications using the same procedures allowed at polling places on election day.

Revises absentee ballot eligibility to remove the student/teacher/administrator category and add temporary residence outside the county and emergency response provider categories; requires all absentee ballots be received by 5:00 p.m. the day before the election.
