Creates two subdistricts within the Tenth Circuit Court District, with Subdistrict 10-1 consisting of Clarke County, Wayne County, and 31 specified precincts in Lauderdale County, and Subdistrict 10-2 consisting of Kemper County and 12 specified precincts in Lauderdale County.

Increases the number of circuit court judges in the Tenth Circuit Court District from two to three judges, with two judges elected from Subdistrict 10-1 (designated as Place One and Place Two) and one judge elected from Subdistrict 10-2 (designated as Place Three).

Establishes precinct boundaries using the Census Bureau's 2010 TIGER/Line Shapefiles released in November 2010.

Requires candidates for the three judgeships to qualify and run in the November 2022 general election under existing election procedures.

Takes effect January 1, 2023 for the subdistrict and judge provisions, with the boundary and candidacy sections effective upon passage.
