Directs State Board of Education to evaluate every legislatively-mandated administratively consolidated school district in the third year after consolidation to determine if accreditation levels or accountability ratings have improved.

Authorizes State Board to contract with nationally recognized consulting organizations to conduct evaluations and assess whether consolidated districts meet best practices standards.

Allows former school districts to reconstitute their original board and superintendent if evaluation shows the consolidated district has not improved according to best practices within three years.

Requires State Board to develop and submit reports on consolidation findings to the Legislature at each applicable regular session.

Adds automatic repeal dates of July 1, 2020 to existing consolidation statutes for school districts in multiple counties (Sections 37-7-104, 37-7-104.1, 37-7-104.2, 37-7-104.3, 37-7-104.4, 37-7-104.5, 37-7-104.6, and 37-7-104.7).
