Changes funding language in the Early Learning Collaborative Act of 2013 from "not more than" to "not less than" for three phased appropriation levels: $8 million (phase 1), $16 million (phase 2), and $33.95 million (phase 3).

Establishes minimum funding floors rather than caps, requiring the Legislature to appropriate at least these amounts for each phase to serve approximately 3,500, 7,000, and 15,000 children respectively.

Each phase shall last at least 3 years but no more than 5 years, with progression based on program interest and effectiveness as measured by school readiness of participants.

Maintains existing program requirements including per-student funding rates ($2,150 for full-day, $1,075 for half-day programs), 1:1 local matching funds, and a 5% administrative cost cap for the State Department of Education.

Effective July 1, 2019.
