Transfers all administrative, instructional, and noninstructional employees of the Mississippi School of the Arts (MSA) from state service to direct employment by the MSA effective January 1, 2020, with administrative and instructional employees working under written contracts.

Exempts MSA equipment and commodity purchases from public procurement law requirements that apply to other state agencies.

Applies school district employment rights and procedures under Sections 37-9-17, 37-9-59, 37-9-103, and 37-7-307 to MSA administrative and instructional employees, including sick leave, personal leave, and dismissal procedures.

Specifies that noninstructional MSA employees serve at the will and pleasure of the MSA superintendent and may continue using the teacher salary scale in effect on January 1, 2019.

Subjects MSA, Mississippi School for the Blind and Deaf, and Mississippi School for Math and Science to mid-year budget reductions only to the same extent as other school districts in the state.
