Amends Section 47-7-3 of Mississippi Code to clarify that offenders convicted of certain drug offenses before July 1, 2014 may be eligible for parole.

Specifies that offenders convicted of possession of a controlled substance after July 1, 1995 are eligible for parole, including those receiving enhanced penalties under Section 41-29-147.

Allows offenders convicted of sale or manufacture of a controlled substance to be eligible for parole after serving one-fourth (1/4) of their sentence.

Clarifies that parole eligibility provisions for drug offenses under paragraph (f) shall not apply to persons convicted on or after July 1, 2014, as those persons fall under different eligibility criteria in paragraph (g).

Takes effect July 1, 2019.
