Requires the State Department of Education to develop a central reporting system for school districts and charter schools to report all data required by federal law to be reported to the United States Department of Education Office for Civil Rights.

Mandates that school districts and charter schools submit all required information to the state reporting system no later than July 1 of each year.

Requires both the State Department of Education and each school district or charter school to publish the reported information in a searchable and publicly accessible format on their respective websites.

Changes the central reporting system from optional to mandatory, replacing previous language that allowed the department to "may" establish the system with language requiring it "shall" establish the system.

Effective date of July 1, 2019.
