Increases the excise tax on cigarettes from 3.4 cents to 10.9 cents per cigarette sold in Mississippi.

Applies to cigarettes with a maximum length of 120 millimeters; cigarettes exceeding this length are taxed as two or more cigarettes.

Maintains existing 15% manufacturer's list price tax rate on cigars, cheroots, stogies, snuff, chewing tobacco, smoking tobacco, and other tobacco products.

Reduces dealer compensation for stamp purchases from 8% to 4% discount on additional stamps purchased after June 1, 1985.

Takes effect July 1, 2019.
