Declares all federal acts, laws, orders, rules, and regulations regarding firearms that violate the Second Amendment are invalid and null and void within Mississippi.

States that the Mississippi Legislature finds all federal firearms regulations constitute a violation of the Second Amendment to the U.S. Constitution.

Directs the Mississippi Legislature to adopt and enact measures necessary to prevent enforcement of any federal acts, laws, orders, rules, or regulations in violation of the Second Amendment.

Takes effect July 1, 2019.
