Exempts firearms, firearm accessories, and ammunition manufactured and retained within Mississippi from federal regulation under the Commerce Clause, declaring they have not traveled in interstate commerce.

Applies to items manufactured in Mississippi from basic materials (such as steel and wood) without significant imported parts, though generic parts like springs and screws may be imported without affecting the exemption.

Excludes from the exemption: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, explosive projectiles, and non-shotgun firearms discharging multiple projectiles per trigger activation.

Requires firearms manufactured or sold in Mississippi to bear "Made in Mississippi" stamped clearly on a central metallic part such as the receiver or frame to qualify for the exemption.

Takes effect July 1, 2019, and applies to firearms, accessories, and ammunition manufactured and retained in Mississippi on or after that date.
