Amends Section 33-13-159 of the Mississippi Code to clarify that decisions to grant trial requests before special or general courts-martial are reserved to the respective convening authorities.

Persons given notice of trial by summary courts-martial may request trial before a special or general courts-martial, with the convening authority having discretion to grant or deny the request.

Summary courts-martial retain jurisdiction to try non-officer personnel subject to the military code for any punishable offense, subject to existing limitations.

Maximum penalties for summary courts-martial convictions remain unchanged, including fines up to $250, confinement up to 30 days, pay grade reductions, and restitution up to $3,500.

Effective date is July 1, 2019.
