Extends the repeal date of the Mississippi Gulf Coast Region Utility Board provisions from July 1, 2019 to July 1, 2023.

The utility board serves as a forum for Gulf Coast Region collaboration on water, wastewater, and stormwater issues, and provides recommendations and guidance to county authorities.

Board composition includes the president of each county authority plus three at-large directors appointed by the Governor, with at-large directors serving staggered six-year terms (after initial terms of two, four, and six years).

Board members receive per diem pay and expense reimbursement but no salary, and must post bonds of at least $50,000; members missing three consecutive meetings may be removed by majority vote.

The utility board has broad powers including making recommendations on regional water/wastewater/stormwater systems, resolving inter-county disputes, hiring staff, contracting, applying for grants, and acquiring property and insurance.
