Creates the Mississippi Companion Animal Abuser Publication Act establishing an online registry of individuals convicted of animal abuse offenses against domesticated dogs and cats.

Requires the Mississippi Criminal Information Center to maintain a publicly accessible website listing offenders' photographs from booking, full legal names, and identifying data, excluding social security numbers and driver's license numbers.

Defines animal abuse offenses as felony cruelty to dogs or cats, animal fighting, or injury/killing of public service animals under specified Mississippi Code sections.

Maintains offenders' information on the registry for 10 years following first conviction (with removal if no subsequent offense), or permanently for subsequent convictions.

Requires county court clerks to submit conviction judgments and dates of birth to the Mississippi Criminal Information Center within 60 days, effective January 1, 2020.
