Creates a Mississippi Veterans Honor Medal Program administered by the State Veterans Affairs Board to honor and recognize Mississippi veterans for honorable military service.

Makes the medal available to Mississippi veterans who received an honorable discharge.

Requires the State Veterans Affairs Board to determine eligibility requirements expeditiously and prescribe application forms for medal applicants.

Establishes the program as revenue neutral with all costs paid through medal sales at a price set by the board.

Authorizes the State Veterans Affairs Board to adopt rules and regulations necessary to administer the program.
