Requires that any votes cast by absentee ballot, whether by mail or in person at the registrar's office, are final and cannot be changed by voting in person on election day.

Prohibits any person who votes by absentee ballot before the election from appearing in person to vote on election day and having their vote counted.

Directs registrars to prepare a list of absentee voters by 5:00 p.m. the day before the election and deliver it to election managers; if an absentee voter appears in person, they shall not be allowed to vote.

Authorizes the Secretary of State to promulgate rules and regulations to ensure absentee votes are final and prevent absentee voters from voting at polling places on election day.

Makes technical amendments to sections 23-15-639 and 23-15-641 to conform with the absentee voting finality provisions and removes language allowing challenge based on in-person voting.
