Adds DUI offenses under Section 63-11-30 to the list of misdemeanors that cannot be expunged, clarifying that such offenses are excluded from expunction eligibility.

Expands felony expunction eligibility to persons who were under age 21 when committing the offense, allowing petition for expunction five years after sentence completion.

Excludes specified felonies from expunction eligibility for juvenile offenders, including crimes of violence, first-degree arson, drug trafficking, felon in possession of firearm, failure to register as sex offender, voyeurism, and witness intimidation.

Defines "one (1) conviction" and "one (1) felony expunction" to include multiple convictions arising from a common nucleus of operative facts, at the court's discretion.

Takes effect July 1, 2019.
