Clarifies that a "second or subsequent offense" for drug convictions requires prior convictions arising from separate incidents at different times, and corrects "marihuana" to "marijuana" in the statute.

Adds a new exception to the three-year statute of limitations for post-conviction relief motions when there has been an adoption or enactment of state law that would have adversely affected the outcome of the conviction or sentence.

Allows dismissal or denial of a post-conviction relief application to not bar a second or successive application when new state law would have adversely affected the original conviction or sentence outcome.

Effective date is July 1, 2019.
