Authorizes electric cooperatives to own, construct, and operate broadband systems within their service areas and to establish affiliates to provide broadband service.

Requires public funds for broadband deployment to be used only in unserved areas (defined as areas lacking fixed terrestrial broadband service at FCC minimum speeds of 10/1 Mbps with no existing provider commitment to build).

Mandates electric cooperatives operate broadband as a separate subsidiary with separate accounting, annual audits, and annual reports to the State Auditor; prohibits cross-subsidization between electric and broadband operations in served areas.

Requires nondiscriminatory pole access for cable operators and telecommunications carriers at rates consistent with FCC regulations, with complaint resolution through the State Auditor within 365 days.

Prohibits electric cooperatives from requiring broadband purchase as condition of electric service, disconnecting for unpaid broadband bills, or offering energy discounts for broadband subscriptions; prevents broadband deployment from diminishing electric system reliability.
