MS SB2726

Amends Mississippi Code Section 23-15-627 to expand the definition of "absent elector" to include persons detained in jail before indictment or trial who are otherwise qualified to vote.

Adds a new checkbox option to the absentee ballot application form for voters detained pre-trial or pre-indictment unable to present themselves before the registrar or at their voting precinct on election day.

Exempts detained voters from notarization requirements for absentee ballot applications, allowing them to proceed with witness signature only, similar to disabled voters.

Updates application form language and witness certification sections to specifically reference detained voters alongside disabled voters.

Takes effect July 1, 2019.
